Career Progression, Skill Matrices, and Peer Review on Data Teams

I strongly prefer allowing data scientists to evaluate the skills of other data scientists, BI analysts to evaluate the skills of other BI analysts. This is a clear holdover from my time in academic science where someone with expertise in your field was supposed to be the ultimate judge of your work. Therefore, each team member on the technical contributor career path must anonymously complete a skill matrix for every other team member on the same career path. This is certainly easier said than done.
